Tesla detailed the policy on its Australian website: When the demand for charging stations is high, a "congestion charge" will be charged when the battery of an EV (electric vehicle) reaches 80% charge, or when the charging session ends.
Electric vehicle owners in Australia will face a charge of up to AUD 1 per minute after the above conditions are met. This measure is designed to encourage owners to charge only to the required power rather than to full charge all the time, because the charging speed will slow down after 80% to protect the battery life.
This fee applies not only to Tesla vehicles, but also to some charging stations that have been opened to other brands of electric vehicles in recent years, but not all charging stations are applicable. Tesla pointed out that the usual "congestion charge" standard is 50 cents per minute, and the specific charge depends on the location of the charging station. In some super charging stations that have not yet been announced, the "congestion charge" will replace the original idle fee, and car owners can check whether this charge applies through the Tesla App.
At some charging stations, the idle fee still applies, that is, car owners who still occupy the charging pile after charging is completed will be charged.

For the "idle fee" and "congestion charge", if the owner moves the vehicle within five minutes, the fee will not apply, and Tesla provides a "grace period" for car owners. These charges also apply to owners who purchased Tesla electric vehicles before 2017, when Tesla offered free charging to stimulate sales.
Not only Tesla's charging stations have "idle fees", other electric vehicle charging brands also have similar charges.
For example, Chargefox in Australia also charges 1 Australian dollar per minute for owners who do not move their vehicles in time after charging to 80%, but if they move the vehicle within 10 minutes, this fee will be waived.
